Grab the Rotation handle on the top of the text box and drag it to the angle you want. To keep the rotation to 15 degree angles, press and hold Shift while you drag the rotation handle.

In the Format Shape pane on the right, select Text Options. Select the third icon, Textbox, and then select the option that you want from the Text direction list.

Drag the text box handle on the right toward the left until the text box is narrow and the text appears stacked. Position the text box handles to contain the vertically stacked text if necessary.
